Covenants
Highlands Mead is a covenant controlled community. The District's Covenants and Design Guidelines help maintain the appearance of our neighborhood, protect property values, and establish consistent standards for all homeowners. The Board's goal is compliance, not fines. We encourage homeowners to become familiar with the Covenants and Design Guidelines and to promptly address any violation notices they receive.

Most violations can be resolved at Stage 1 with no fine.
If you receive a violation notice, please correct the issue as soon as possible. Once corrected, log into your Smartwebs account, upload a current photo showing the correction, and provide a brief note explaining that the violation has been resolved. You do not need to wait for the next monthly inspection.
If you do not have a Smartwebs account, we strongly encourage you to create one. Smartwebs allows you to view and respond to violations, upload photographs showing corrections, track the status of violations, and submit Design Review Requests.
To close out a violation:
- Log in to your Smartwebs Resident Portal account. If you have not yet registered, please create an account first.
- Locate your violation
- Upload a current photograph showing the correction
- Provide a brief note explaining that the violation has been corrected
Every inspection, notice, letter, and follow up costs the District and ultimately our homeowners money. Promptly addressing and closing violations helps reduce those costs.

The District uses a progressive enforcement process designed to give homeowners an opportunity to correct violations before fines increase.
Stage 1: Friendly Reminder | No Fine
A Stage 1 notice makes the homeowner aware of the violation and provides an opportunity to correct it.
Stage 2: $75 Fine
If the violation is not corrected within the required timeframe, it progresses to Stage 2 and a $75 fine is assessed.
Stage 3: $150 Fine
If the violation remains unresolved, it progresses to Stage 3 and a $150 fine is assessed.
Continuing Violations
Continuing violations may result in additional $150 fines every 15 days until the violation is corrected.
The easiest and least expensive outcome for everyone is to resolve violations at the Stage 1 level.
The Board also recognizes the impact drought conditions can have on lawns. The District Manager has specifically been instructed not to issue violations simply because a lawn has brown or dead patches. Landscaping violations will be issued when a lawn or property is clearly not being maintained at all.
Many exterior modifications require approval before work begins, including certain landscaping changes, fences, sheds, exterior structures, paint or color changes, and other improvements covered by the Design Guidelines. Homeowners must request Design Review Committee (DRC) approval before starting any exterior improvements to your property, as required by the Community Declaration. All design review requests must be submitted through the District’s Smartwebs portal.
How to Submit:
- Log in to your Smartwebs Resident Portal account. If you have not yet registered, please create an account first (see Smartwebs Design Review Submission Guide below for instructions).
- From your Owner Dashboard, select the ARC (Architectural Review) form under Quick Actions.
- Complete the form, upload required plans and supporting documents, and click Submit.
For detailed, step-by-step instructions including account registration, please review the Smartwebs Design Review Submission Guide. There is currently no fee for design review submissions. All proposed improvements must comply with applicable city, county, state, and local codes. Required building permits remain the responsibility of the homeowner. Any changes to an approved application must be resubmitted for review prior to construction.

Covenant enforcement is not one of the fun parts of serving on the Board, but it is a necessary responsibility. We all chose to live in a covenant controlled community, and the Board has an obligation to administer and enforce the Covenants and Design Guidelines fairly and consistently for everyone.
If you receive a violation notice and have questions about what needs to be corrected, or believe you received a notice in error, please contact the District's Compliance Team rather than ignoring the notice.
